What we are licensed for, and how we evidence it
Procurement teams, regulators and donors need this in writing rather than in a sales conversation. This page sets out how we are regulated, what compliance position we can evidence, and how we answer a due diligence process.
Four things a due diligence process actually asks
In roughly this order, and usually at the point where a decision has already been made in principle.
Regulatory standing
- Regulator
- We operate under the Somali telecommunications regulatory framework and hold the authorisations required for the services we sell
- Evidence
- Licence documentation is provided on request under NDA as part of a procurement process
Corporate
- Entity
- Dalkom Somalia, operating continuously in Somalia since 2003
- Evidence
- Registration, ownership and group structure documentation available to counterparties
Data protection & residency
- Position
- Customer data can be held entirely within Somalia, in our own facility, under Somali jurisdiction
- Evidence
- A written residency statement naming the facility, the operator and the jurisdiction
Operational assurance
- Facility
- 2N power and N+1 cooling, monitored, with access controlled and logged
- Evidence
- Site visits, and documentation of topology and procedures for your auditor
Answers you can put in front of an auditor
Most providers in this market answer a compliance questionnaire with the most favourable reading of every question. We answer with evidence.
Every claim is backed by an audit
If a tender asks for a specific international certification, we state exactly what we hold and what we are working towards, on what timeline — with the certificate or the plan attached, rather than a “compliant with” that will not survive scrutiny.
Every capability comes with a date
Where a requirement depends on capacity still being commissioned, the in-service date is written into the proposal and the contract — so your programme plans against a committed timeline, not an assumption.
Specialists where the work needs them
We are an infrastructure operator. Where a programme needs systems, sensors, enforcement or legal machinery beyond that, we bring in the right specialist partner rather than stretch the scope to fit the budget.
Send the questionnaire. We will answer it properly.
Whether it is a tender, a donor requirement or an internal risk review, send us the actual questions. You will get specific answers, the supporting documentation, and a clear position on every line.
