Citizen data should sit somewhere you can point to
A digital public service is only as sovereign as the building its records are in. For most of the last decade the practical choice facing a Somali ministry was a server in an office or a data centre on another continent — one fails on resilience, the other on jurisdiction.
Four things a ministry actually has to solve
We are an infrastructure operator. We do not build the services themselves — we build and run the layer underneath them, and we work alongside whoever supplies the applications.
Sovereign hosting
- In-country colocation
- Racks in Mogadishu with 2N power and N+1 cooling, cross-connected to four submarine systems
- Documented position
- A residency statement you can put in front of a regulator or a donor, not an assurance
Connectivity between institutions
- Ministry and agency sites
- Protected circuits on metro rings rather than single spurs
- Regional offices
- Fibre where it reaches, satellite where it does not, from one operator
Continuity
- Backup and recovery
- A restore point inside the country, in a different building from production
- Independent paths
- A satellite route that does not share anything with the fibre route
Observation data
- Land, water and settlement
- Earth observation for planning, land administration, drought and flood response
- Delivered as answers
- Analysis a department can act on, not raw scenes it has to process
Sovereignty is an infrastructure question
It is settled by where the equipment is, who holds the keys to the room, which company employs the engineer with access, and whose law applies to the building. None of those are answered by a contract clause about data location.
Our answer is the same for every one of them: Mogadishu, Dalkom, Somali engineers, Somali jurisdiction. We have operated here continuously since 2003, which is a longer record than most of the alternatives can offer.
Tell us what the obligation actually says
Bring us the requirement — the sites, the records, the availability, the compliance position you have to demonstrate. We will tell you what we can host and connect here, and where a programme needs something we do not operate.
